1st Timothy Chapter 2 verses 11-12 states "11 A woman should learn in quietness and full submission. 12 I do not permit a woman to teach or to assume authority over a man; she must be quiet." These are the words of Jesus apostle Paul who had authority to speak them. This is a simple answer to why he says this, the fall of man.
Before the fall they were equal- Genesis 1:28, God blesses both man and woman and gives them shared responsibility to : "Be fruitful and increase in number; fill the earth and subdue it. Rule over the fish in the sea and the birds in the sky and over every living creature that moves on the ground" and verse 1:27 "So God created mankind in his own image, in the image of God he created them; male and female he created them")
Now looking at the verses surrounding these verses 11-12 above, Paul is showing how men and women need to act under the curse/law to grasp their roles as man and woman.
So we are seeing here that men and women do not have a basic understanding of roles and gender then or now.
When we look at Galatians 5:22-23- "But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, self-control; against such things there is no law",
we see there is no law with the fruit of the spirit . In other words, if a person is full of the Holy Spirit then it cultivates in a person's life, reflecting God's own nature and leading to Christ-like behavior, rather than being something people produce on their own. It signifies a transformed life, showing evidence of God's presence and growth in holiness as believers stay connected to Jesus (the Vine) (taken from Google).
Looking in Chapter 1 of 1st Timothy it states that the law is not for a righteous person who is one living in a right relationship with God, characterized by perfect alignment with his divine law, justice, and character, encompassing holiness, integrity and doing what is morally right.
So if one can obtain that through Jesus Christ one should be able to teach with authority given by Christ- Luke 10:19 “I have given you authority to trample on snakes and scorpions and to overcome all the power of the enemy; nothing will harm you."
If a woman forever has to be silent and submissive that means she never has a chance at the curse being broken of the man being head over her (see past article) and in the state of sin and transgression, which in turn, would not lead back to the way it was before the fall, or could be stated as to a state of perfection. Women were taken from the rib of man, symbolizing equality.
To conclude, Jesus said how men and women will not be given in marriage or to be married in the resurrection “neither marry nor given in marriage, but are like the angels in heaven" Matthew 22:30-36. This shows that there will be an end to the head of a relationship because equality will replace it when heaven returns to earth, ei people get it together/ curse is broken.

A woman is living right and in line with God the father. A man has not accepted God as the father and lives how he sees fit. Who has the authority to teach the bible?
A man and woman are married and they are in sin but love God and want to do the right thing are on that path, who has the authority to teach the law? I would say the man until once they are connected and truly aligned and equal they can go about it together forward.
I see couples teaching the law together and are in perfect sync with each other where the man feels secure and the woman is in full understanding of spirit not physical.
If men want to stay in the realm of being “over” their wives and want a submissive wife then I feel there is a loose wiring between the relationship that needs addressing.
If a woman only wants her husband to be the Godly one yet he is completely content and accepts his wife as his equal then I feel it's her duty to match him in his teachings and if not then things can get unbalanced and she can go off and get tempted again by the world for example.
