Is America a cheater?

Do we not feel bad we talk in secret codes like we are getting a call from our lover at the dinner table and acting like it's your boss? Or moving around at 3 am like we have something to hide while our phones are on silent because we know the person next to us would not be happy with someone calling at that hour or any if they knew the situation. So why does America run itself like they are a cheater? Always using code words to get the heat taken off them and put on someone else, I mean what type of person would do that? Just food for thought. Thanks
